P-CEL Research Inc. has designed and patented a comprehensive
vehicle based intelligent safety system that adds a whole
new dimension to public safety. This system can perform
a wide range of safety functions safely and reliably,
using securely encoded radio frequency signals to remotely
control selected automobile functions. The P-CEL Safety
System requires that each vehicle be equipped with a small
electronic module/anti-theft system installed in new vehicles
at the factory, or in existing vehicles on a retro-fit basis.
The system is hard wired to the vehicle's starter, ignition,
fuel pump and four-way flasher circuits. The cost per
vehicle is extremely low, but the benefits are enormous.
The U.S. Department of Justice in 1996 set up a Task Force
to study the problem of police pursuits, and their final
report was published in 1998. This report examined the problem
of police pursuits in depth and made several key recommendations.
The Task Force members found that there was at that time
no acceptable technological means of stopping high-speed
chases, but concluded that the most promise lay in electro-mechanical
devices of the co-operative variety which could be activated
by law enforcement.
In layman's terms, this is an immobilizing device installed
in each vehicle which can be activated remotely by a police
officer. The Task Force recommended that any such device
meet strict standards to ensure quick, safe and effective
vehicle immobilization, causing no harm to any of the participants
or innocent bystanders.
P-CEL Research Inc. is proud to announce the invention
of an electronic immobilization system which meets or exceeds
all of the Task Force criteria. Our system can select
a particular vehicle from freeway traffic and bring it to
a safe stop in a matter of seconds. This amazing feat can
be performed easily by a police officer while driving his
patrol car at high speed. He will require no backup, and
can stop most pursuits before they begin.
